This paper describes the various assessments that have been made by the TRRL of the SCOOT traffic responsive UTC systems and reviews current research and future plans to extend the assessments. The TRRL's main assessments of SCOOT, were performed in Glasgow and in Coventry. In both cases, a floating car survey technique was used to estimate average journey times with SCOOT control compared with control by up-to-date fixed time plans; the fixed plans were based on the TRANSYT method of offline signal optimisation.
