The optimum goal of a competitive approach is to procure, at the lowest possible cost, the system which most effectively meets the operational requirements for which the acquisition was initiated. To achieve this goal, a disciplined effort must be made in the definition and specification of the item to be procured and of course, detailed schedules with clearly defined assignment and milestones must be developed and maintained. The procedures, documents, developments and coordination efforts inherent to a competitive procurement must be understood to ensure the success of the competitive program. Establishing and maintaining a schedule is one of the major concerns of the Acquisition Manager (AM) after a decision has been made that competitive procurement is the appropriate or necessary approach. In fact, one of the factors that will constrain the decision as to whether a competitive approach is appropriate will be a comparison between the need date of the ATE and its availability by way of a competitive approach relative to other procurement approaches. Timely execution of the competitive procurement is a key constraint in regards to the timely award of the SE contract and thus timely availability of the SE being procured.
