Acquisition of high quality, low cost TPSs has always been a major goal for all the military services. The process generally employed, however, has not often resulted in the attainment of this goal. The methodology employed by the Navy in the recent competitive F/A-18 Avionics TPS acquisition had, as its short-term objective, a demonstration that it is indeed possible to procure TPSs at reasonable cost, without sacrificing performance in the Fleet. The key, in large measure, is contractor motivation. By establishing a competitive, FFP methodology with multiple awards, the Navy hopes to develop a cadre of TPS developers able to meet the demanding nature of such procurements. As time progresses, past performance will become a major factor in the award process. In the longer term, it is expected that succeeding NAVAIR TPS procurements will follow this basic methodology, and, as the benefits thus derived become better documented, the process can be applied Navy-wide.
