The more familiar part of the Navy EMI control program is the find-it and fix-it effort for ships - the Shipboard EMC Improvement Program (SEMCIP). But SEMCIP is more than just a problem solver. This paper addresses SEMCIP in its role of institutionalizing EMC in the fleet. The problem of EMI on Naval surface combatants is presented first, followed by a discussion of SEMCIP and its efforts to overcome these problems through the Waterfront Corrective Action Program (WCAP), the Planned Maintenance System (PMS), Industrial EMI efforts, EMI fixes through the Interference Suppression Module (ISM) task, the Combat Readliness Electromagnetic Analysis and Measurement (CREAM) program for developing testing equipment, and through considerations of EMC in the design process and training.
