In this paper we describe a medium-prf Displaced Phase Center Antenna (DPCA) concept which is suitable for space-based radar applications. The adoption of DPCA renders the system clutter suppression performance independent of the platform speed, and hence altitude, since with DPCA it is no longer necessary to control the spread of the clutter doppler spectrum, as would be the case with conventional pulse doppler techniques. Consequently, the deployment of a low-altitude (600 - 900 nmi) constellation of satellites, using low frequency and relatively small antenna apertures is attractive for a system to provide worldwide surveillance, detection and tracking of moving targets against the strong earth clutter background.
