The satellite communications plan described in this paper could be used to provide ATC and company communications in regions where reliable, high quality services might otherwise not be available. The INMARSAT system, in particular, offers an attractive means for providing these services because of existing and planned facilities. The major areas of technical development are the aircraft terminal and ground support equipment. A more important issue is the integration of an aeronautical satellite data link service with the present air traffic control system in a manner that ensures maximum benefits from the capabilities that can be provided.
