A surface potential monitor has been developed in order to measure the electrostatic fields in solar cell covers and OSR.S. The purpose of this measurement is first to correlate electrostatic discharges occuring during geomagnetic substorm events and spacecraft disturbance. In a second time, the surface potential monitor output can be used to drive an active spacecraft charging control system. This monitor is studied to sustain geostationary environment during 7 years: launcher, vibrations, temperature in orbit = minus 150 to plus 80 Cel, radiations, ultrahigh vacuum. The test programme includes: environmental acceptance tests, functional acceptance tests under vacuum then environmental tests at qualification level and geomagnetic substorm simulation tests.
