The Mobile Access Terminal (MAT) is designed to provide secure packet satellite communications to a large number of Naval ships and shore stations whose traffic demands are intermittent. To combat the presence of significant levels of periodic Radio Frequency Interference (RFI), forward error control and data interleaving are employed. Usage of DoD standard Transmission Control Protocol and Internet Protocol maximizes user flexibility in interfacing large numbers of host computers and user terminals on diverse networks, while simultaneously maintaining fleet communications. Although specially developed packet switching computers and radio controllers are used in the system, standard Navy radios and COMSEC equipment are employed to minimize the impact of a fleet deployment.
