Since Japan is surrounded by seas, marine resources and states of sea are of great concern to the nation. Also Japan's dense population and highly advanced state of industralization give rise to an acute demand for the effective management of land and it resources. In 1978, the Space Activities Commission of Japan, the policy making body of the Japanese space program, has issued the 'Outline of Japan's Space Development Policy' stating that the 'Marine and land observation satellite series' should be developed in order to establish the earth observation technology and to proceed to an operational system. The first satellite of this series, MOS-1, is the experimental satellite to collect information of the earth's surface such as colors and temperatures of the sea surface, and land use status, and to establish the satellite remote-sensing technology including land observation such as vegetation and resources exploration.
