To enable acquisition of observation information with high resolution and definition by appropriately controlling a propulsion unit of an observation satellite.SOLUTION: An observation satellite 200 flies in an elliptic orbit 104 having the same orbit period as that of a stationary satellite. The observation satellite 200 includes an observation unit for observing the earth 101 or a space object, and a propulsion unit. The observation satellite 200 operates the propulsion unit so that a perigee of the elliptic orbit 104 is synchronized with rotation of the earth in the sky in the longitude zone where an observation target is located.SELECTED DRAWING: Figure 6
