Decision‐makers have been concerned with the decline of public transport in rural areas and ensuring that the needs of those without access to a car are met. This paper is divided into three main parts. The first reviews the responses from the 39 non‐metropolitan counties in England to the statutory requirements of a statement on need and the extent to which they could be satisfied within the current transport planning framework. The second part examines the conceptual problems raised in the definitions and measurement of need, both from the responses of the counties and from an investigation of different theoretical perspectives on need. The final section argues that the concentration on the measurement of need may be misplaced, and that needs should only be considered at the conceptual level with the purpose of providing a perspective within which policy makers can consider the outcomes of particular decisions.
