When Congress contemplated creating the US Navy, myriad statesmen, shipbuilders, and captains debated concepts for its first warships. Facing conflicting requirements to battle Barbary Pirates and resist much larger European navies, America built an innovative class of exceptionally heavy frigates. Secretary of War Henry Knox orchestrated collaboration and competition between stakeholders, including a pair of rival constructors and an impertinent naval officer. The tumultuous but logical acquisition process yielded successful ships with finely balanced capabilities.
