This paper compares the experiences of three countries which have undertaken economic deregulation of their freight sectors. A first purpose of the paper is to identify potential consequences of deregulation; this is followed by an assessment of whether those consequences were actually realized by deregulation in each of the three countries. The results of the exercise are then used to examine how freight sectors in Europe may be affected by current movements towards deregulation.
