This paper is written from the perspective of the large metropolitan areas where public transport not only provides basic mobility but can also act as an alternative to the car and help reduce the external costs of transport, including traffic congestion and environmental impacts. It argues that the changes which took place in 1986 as a result of the 1985 Transport Act have reduced the potential for buses to fulfil this role, the need for which is becoming recognized to an increasing extent. The dilemma is to find a way of achieving these broader objectives within the competitive framework.
