This chapter is tied to the preceding one and builds on its argument as to why international space law is cosmopolitan, shifting the debate into the actual behavior of a state as a responsible cosmopolitan state. It conceptualizes in greater detail how we can think about the responsible cosmopolitan state, recently introduced to cosmopolitan thought by Beardsworth et al. (Introduction. In: The state and cosmopolitan responsibilities. Oxford University Press, Oxford, pp. 1–12. https://doi.org/10.1093/oso/9780198800613.003.0001, 2019), and applies it to four cases in space politics. Our intention was to show a broader understanding of responsibility, not only in the globalized age but also for inherently globalized cases. We understand responsibility to be a moral duty emanating from knowledge and capabilities to act that materialized through political power to political responsibility. We also show how such political responsibility cannot be limited by state borders, effectively legitimizing a strong moral cosmopolitan argument of single rights – on the national and global level. Understanding this broader responsibility and acting in accordance therewith, it fulfils the philosophical meaning of virtue. Later, we use the conceptualization of sovereignty as autonomy that is in clear harmony with that broader conceptualization of responsibility. Such sovereignty is the political capability to act responsibly. This meaning of sovereignty helps us to deconstruct sovereignty as radical political autonomy and show it to be invalid, because as such it fails to deliver the social contract, which is another effective legitimization of strong moral cosmopolitan ideals. Based on these conceptualizations, we are making a case for responsible cosmopolitan states and show what form their foreign policy should take to deliver their political duties to their citizens. In the end, we introduce our four cases in space politics as possible foreign policy of responsible cosmopolitan states.
