Shenzhong Link is located in the core area of Guangdong, Hong Kong, and Macao, and it is a complex cross-sea cluster project that integrates bridges, islands, tunnels, and underwater interchanges. After Shenzhong Link immersed tunnel opening in the future, it may have traffic congestion, driving risk, and accident rescue problems. To achieve the refined management for immersed tunnel traffic flow, the authors proposed immersed tunnel intelligent control strategy based on the highway control unit concept and provided the definition and division principle of the highway control unit. The authors suggested the methodology of collecting and evaluating the traffic flow status of the highway control unit and formulated the traffic control strategy under different control unit status levels. Using VISSIM simulation tool, the authors built a simulation model of Shenzhong Link immersed tunnel and took a traffic accident scenario as a case study. Compared with the traffic flow status under control/un-control conditions, the results showed that the traffic control strategy worked efficiently for improving traffic speed and reducing the delay time.
