In April 1969, NASA proposed a plan to build a reusable space vehicle. In January 1972, the United States formally planned the development of a space transportation system for space shuttles, defining the design of the shuttle, consisting of a solid rocket booster that can be recycled and reused, two external fuel tanks that are not recycled and three parts of a reusable orbiter.
