The paper analyzes the problems of construction and operation of offshore wind farms focusing on their design, remoteness to the location, transportation and installation. The main problem considered in the work is the timely maintenance and repair of offshore wind turbines in the Arctic region and minimization of accidents and environmental damage. The aim of the study is to develop a data management model of wind turbines to minimize emergency situations. Simulation of design, transportation and installation of offshore wind farms is performed by an alternative graph in conditions of multi-variant structure components. The approach proposed for determining the value of particular indicators is based on simulation modeling. An agent-based approach is used assigning agents to the system objects and building relationships between these agents. Modeling was carried out in the Anylogic program.
