Abstract This study suggests a formalized method to quantitatively assess the performance of construction Research and Development (R&D) projects. The procedures for the method development starts with identifying 40 performance measurement indicators reflecting the characteristics of construction processes, based on a literature review and expert opinions. Then, a case survey is conducted to obtain the quantitative performance results of 355 completed R&D projects. Finally, baseline values measured on the relative statistics for each indicator are used to discern which construction R&D project performed well. ANOVA (Analysis of Variance) test is also applied to the R&D project data to show that the proposed method is applicable and valid. The proposed method is expected to quantitatively evaluate R&D outputs for determining which projects deserve reward or more funding on the priority of R&D investments.
