The research topic is driven by a significant number of outdated equipment, which is failed to be replaced due to shortage of funds. As a result, poor funding severely hinders the potential of inland waterway for transport of passengers and goods as well as for allocating the traffic from land to water routes. Current paper considers the issue of development of technology policy on replacement of transport equipment and discusses possible solutions. Regardless of the investment opportunities of shipping companies, modern methods and models are tailored to tackle the given tasks. Priority is given to mathematical programming. The authors propose models to substantiate the efficient composition of the fleet, to optimize parameters for vessels, to support strategies for replacing and refreshing of the fleet. There is developed a hierarchical system of optimization problems. The practical relevance of this paper is to put the proposed toolkit into production uses, which will contribute to scientifically-sound solutions when mapping out the technology policy and will significantly improve the competitiveness of shipping companies.
