Abstract The first aircraft flew in 1903 and 41 years later, air traffic reached the point where the world recognised the need to manage and control air traffic. Nations worked together to define the right of each nation to control its air space and created the International Civil Aviation Organization to “assure the safe, orderly and economic development of international air transport.”130 As a result, nations developed effective measures to control air traffic entering, leaving, and within their borders.
