The paper is devoted to the problem of vessel maneuver detection in modern vessel traffic control information systems when processing navigation data of a two-coordinate radar with a circular view. The problem of assessing the maneuver intensity is discussed. It is associated with the generation of alarm signals and the adoption of navigator decisions in order to ensure the safety of the collective movement of ships. A model interpretation of the problem based on a fuzzy inference machine of the Mamdani type is proposed. It is also focused on the verbal generalized assessment of the vessel’s maneuverability by vessel traffic services operators and navigators.
