Ramp metering is commonly used in major metropolitan areas to reduce freeway delay and improve safety. It does this by 1) smoothing the flow of traffic at the merge and thereby increasing effective freeway capacity and safety and 2) reducing the traffic entering the freeway which reduces the volume to capacity ratio.
