During cloudburst, flood, and landslide disasters in China and India, the disaster management system faced many difficulties in reaching the affected areas because of the bottleneck problem of traffic. To overcome the problem; a low-cost, low-power, and easily installable system is proposed that is required to be installed at various locations for alerting the users through mobiles. It includes the BLE nodes, mobile application, and Rpi-Web-Server. All BLE nodes broadcast for nearby mobile devices. The mobile application accesses Rpi-Web-Server through SMS and/or web access. Two Android applications called AAO to navigation and AA are developed using App-Inventor2. The proposed system is installed and tested with 20 BLE nodes at various places along 20 km on NH06 Highway in India using 5 mobiles with both AAON and AAA.
