Vessel Traffic Service (VTS), as the main tool of China's maritime authorities to maintain and control the waterway traffic order, has played an important role in ensuring the safety of shipping vessels, improving the efficiency of vessel traffic, and protecting the waterway environment since its introduction. And in order to meet the new emerging waterway supervision demand caused by the large-scale ship size and the growing ship traffic flow, the new round of VTS system construction is particularly important. In this paper, first, we study the optimization of VTS radar station location and configuration problems in the expansion process considering environmental occlusion, electromagnetic wave attenuation, and variable coverage radius. Then, consider the obstacles such as mountains and forests may affect electromagnetic wave propagation, we propose an environmental occlusion judgment method based on spatial geometry in three-dimensional space, and construct a multi-objective VTS radar station location and configuration optimization model for the VTS radar station expansion. Lastly, the feasibility and validity of the environmental occlusion judgment method and the location and configuration optimization model are verified by the example based on ArcGIS software with the VTS radar station project in Zhaoqing City.
