Abstract The rapid change in the United States’ freight transport system since deregulation in 1980 has forced both governmental regulatory bodies and individual carriers to reconsider their various operational characteristics. In particular, increased intermodal competition and a changing domestic economy require different planning methods than have been traditionally employed in the analysis of freight transportation operations, investments and regulation. This paper presents a general modelling system which is designed to address the type of “macroscopic” issues which arise in the planning and regulation of freight transport systems. The features and application of this model will be described, and the paper will conclude with a discussion on the extensions of this model and the possible use of such a system in the analysis and regulation of government-owned freight systems throughout the world.
