Intelligent Transport Systems (ITS) are proven to lead to a cleaner, safer and more efficient transport system. Since the implementation of the European ITS Directive 2010/40/EU on 7th July 2010, the road management efficiency has been increased and road accident fatalities in Europe have indeed dropped significantly. Implemented priorities include traffic and travel information, the eCall emergency system and intelligent truck parking, followed by real-time traffic information and multimodal travel information. Further efficiency gains and a significant drop in road accident fatalities are expected through new measures introduced by Directive (EU) 2023/2661 which was adopted on the 22nd November 2023 and is amending the original Directive 2010/40/EU. The goal is to facilitate the adoption of emerging road mobility options, mobility apps, and connected and automated mobility enabled by Cooperative Intelligent Transport Systems (C-ITS). To achieve this, the proposal suggests making certain essential road, travel, and traffic data accessible in digital format, such as speed limits, traffic circulation plans, and roadworks. This will encourage the faster deployment of innovative, intelligent services. In this context, Vehicle-to-Everything (V2X) communication technology is expected to act as a key enable of such connected services. V2X technology has been developed starting over 15 years ago and has achieved considerable maturity. The present chapter gives an overview on the status of ITS and C-ITS regulation in Europe and provides an overview on the underlying communication technology.
