The core of orbital maneuver is maneuvering power. According to different mission requirements, the indexes of orbital maneuver are different and related to the type and performance, application mode and deployment position of spacecraft and its load closely. In the paper, the effectiveness of spacecraft orbit maneuver is analyzed from control domain, response domain, precision domain and timing domain. Control domain is an important index to measure the reachable region of orbital maneuver. It refers to the space region that spacecraft can reach after orbital maneuver. Response domain is an index to measure the rapid response ability of orbital maneuver. Timing region is an important index to measure the flexibility of orbital maneuver, and it refers to the opportunity of orbital maneuver. Precision region is an important index to measure the accuracy of orbit maneuver. In order to provide scientific decision-making basis for spacecraft force construction, the effectiveness of spacecraft orbital maneuver is evaluated by accessibility, rapidity, precision and flexibility, and measured by control, response, precision and timing domains respectively.
