As a fast, safe and environmentally friendly transport mode, intercity railway has gradually developed an important travel choice. A bi-level programming model is established, considering the cost of intercity rail operators, carbon emissions and the demand for passenger traffic. The upper level objective is to maximize the benefit of the enterprise and minimize the carbon emissions. The lower level is a user equilibrium assignment model. Then, genetic algorithm is used to obtain the share of different transportation modes in the transport corridor. On this basis, the sharing rates of different levels of intercity trains and the frequency of the trains are obtained. Finally, the paper reaches a reasonable range of fare rates in order to provide the theoretical support for intercity rail operators.
