Abstract Throughout the history of urban settlements, the phenomenon of traffic congestion seems to have been as pervasive as it is today. The late twentieth century version of traffic congestion may be generally described as the absence of smoothly flowing automobiles, trucks and buses on urban streets and expressways. In some cases, the flow of vehicles is impeded only by the excess of demand as compared with roadway capacity. In others, it is compounded by the presence of pedestrians, bicycles, motorcycles and in some cases, carts and wagons moved by both animals and men. In earlier times, motorised vehicles were absent, but vehicles drawn by animals were much more prevalent, evidently with similar results in terms of loss of time, excessive operating costs and environment degradation.
