We have already explored common tactical planning approaches for setting the frequencies, timetables, vehicle and crew schedules of fixed-line services that follow a pre-determined set of stations/stops and lines (routes). Decisions at the tactical planning stage can be made even for lines that do not follow a fixed route (i.e., in case of demand responsive services or car pooling schemes). This chapter focuses on the tactical planning decision level of on-demand and shared mode services considering the problems of on-demand buses, organizing shared mobility services, the school bus problem, carpooling, and vehicle routingRouting. These problems are special cases of the Traveling Salesman ProblemTraveling salesman problem, the Vehicle Routing ProblemVehicle routing problem, and the Dial-a-RideDial-a-ride Problem presented in this chapter.
