Our discussion up to this point has been focused on normal operation where system users are regular drivers/vehicles and the objective is to provide equitable service to all. In this chapter, we consider special operations that give preferential treatment to some special vehicles such as public transit, emergency vehicles, and vehicles that might be endangered by a passing train. Depending on the nature of the problem, the preferential treatment may be arranged as priority control or preemption control, topics of which will be discussed in this chapter.
