Abstract The Arctic Military Environmental Cooperation (AMEC) Program was established in 1996 when the AMEC Declaration was signed by the Ministers of Defense of Russia, Norway and the U.S. Secretary of Defense. AMEC provides a forum for Russia, Norway, and the U.S. to collaborate in addressing military-related environmental concerns in the arctic region. Of special concern were the large quantities of unsecured spent nuclear fuel from decommissioned submarines that threatened the fragile arctic environment in the Murmansk region.
