Abstract The data stream collected from China in-use vehicles reveals that the increment of numerators and denominators in congest traffic is slower than the condition of common running. The necessity for the minimum number of OBDCOND is analyzed in this article, when selecting samples for computing IUPR. Limit value for IUPR that can be suitable for the social application in China is 0.336. The compliance of the increment of OBDCOND and numerators such as catalyst can be judged based on in-use vehicle data stream. Such logic check can be essential to prohibit violation by forged data for OBDCOND or CATCOMP, etc.
