Abstract This paper describes a two-part project carried out as part of the ISU Master of Space Studies program — an already complete literature review, and an ongoing design project. In the literature review, the desire was to create a picture of the current status of space-based navigation systems and to pain an understanding of the most important events that led us there. The review examined the subject from a number of disciplinary points of view including science, engineering, business, law and geo-politics. During the design phase, students will attempt to set out an economic, legal, and technical framework for the way in which a space-based navigation infrastructure, combined with ground-based tools, can be used to realize an unpiloted space transportation system, i.e., orbital and sub-orbital vehicles.
