The authors present a new approach to modeling decision-making in flight emergencies. The decision-making methods are applied for building integration models under conditions of certainty, risk, and uncertainty for search optimal solutions. The individual and collaborative solutions of operators provide the reliability and optimality of the result solutions. The optimal solutions in emergency “unlawful interference” using decision-making models for the air traffic control officer are obtained.
