Abstract The International Maritime Organization (IMO) has decided that e-Navigation should be ‘User Need’ led and take into account the Human Element. In this paper the Author, which is a member of the IMO expert group on e-Navigation, will describe the Maritime Cloud, communication framework enabling efficient exchange of electronic information between maritime stakeholders, in terms of their benefits, core components, applicability to the prioritized e-Navigation solutions, considerations related to governance, impact on legal and operational issues, benefits compared with existing alternatives, administrative burdens, cost and options for implementation.
