Abstract It is in the public interest for governments to cultivate the technologies and provide legal/regulatory regimes that will encourage the development and safe operation of reusable launch vehicle (RLV) systems. The formulation and execution of government policies that encourage the economic success of the RLV industry will be crucial in enabling humankind to reap the benefits of a space-based market. This paper explores the role of the US Government in opening the space-based market by addressing cogent payment structures, development partnerships, technology incubation, indemnification, and regulatory issues surrounding the development and operation of future reusable launch vehicles.
