Emergency service vehicles performs a major part in the timely delivery of emergency services. Traffic congestion and intersection delay due to traffic signals are the significant causes that hinder the movement of emergency service vehicles and eventually leads to an increase in their response time. This study concentrates on the effectiveness of an emergency vehicle priority system using traffic signal pre-emption at major intersections for heterogeneous traffic conditions. Trivandrum city was chosen as the study area. The field implementation was conducted with the aid of hardware units developed for the pre-emption of traffic signals. The device was developed and installed by C-DAC and an implementation study was conducted. A model was developed between the time of pre-emption, stopped delay, and volume in the link to determine the relationship between variables. The travel time of an emergency service vehicle to cover a particular stretch with and without pre-emption was compared and the effectiveness of the system was found.
