To solve traffic congestion, improve the efficiency of urban arteries, and avoid vehicle queue overflow, this paper considers minimizing vehicle queuing and proposes a coordinated control algorithm for urban arteries in a near saturation state. The shock wave theory is used to describe the operating state of vehicles, describe the motion trajectories of vehicles in four scenarios under near saturation state, and propose a mapping model between offset and maximum queue length. Propose a offset optimization algorithm. The algorithm in this paper was simulated and analyzed using VISSIM software, and the results showed that the average queuing delay and average vehicle delay were reduced by 42.5% and 73.7% respectively.
