In order to meet the market demand for large-scale express transportation and develop railway express. This paper draws on the traditional railway passenger travel mode, and studies the passenger-oriented railway container express train travel mode considering the stopover. First, according to the predicted flow of express boxes between major cities, a container transportation network diagram is constructed. Then, considering the two decision-making problems of the train stop plan and the flow plan of the trains carried at each station, the road a mixed-integer programming model with minimum cage hour consumption as the goal, and a two-layer genetic algorithm is designed to solve the problem. Finally, taking Shanghai Station-Chengdu Station as an example, a direct express container train from Shanghai to Chengdu and a passenger railway container express train with a stopover are compiled, and the algorithms are compared. The results show that the opening of railway container express trains that consider stopovers can reduce the transit time of express goods while meeting the express transportation needs of Shanghai-Chengdu stations. The solution obtained by the double-layer genetic algorithm is better than the single-layer genetic algorithm, and the gap between the approximate solution obtained by the two-layer genetic algorithm and the optimal solution obtained directly by GAMS is 1.25%.
