In view of the high risk of passenger ro-ro ships navigating in the Qiongzhou Strait and the serious consequences of accidents, factors such as channel passage conditions, ship organization and dispatching, and the influence of natural conditions on navigation safety are integrated, and the risk factors of passenger ro-ro transportation in the Qiongzhou Strait are identified based on accident cause theory, risk identification theory, and risk factor checklist. According to the safety risk factors, a relatively complete safety risk assessment index system for passenger and ro-ro transportation in the Qiongzhou Strait is constructed from the five aspects of ships, cargo transportation, transportation organization management, natural environment and personnel management, and game theory is used to combine the hierarchical analysis method and the entropy weighting method to determine the weight of the safety risk assessment index. The risk analysis method of LEC operating conditions is used to comprehensively evaluate and calculate the risks of all aspects of passenger ro-ro transportation in the Qiongzhou Strait from the three aspects of the probability of occurrence of safety risks, the degree of loss of safety risks, and the frequency of exposure to the risk environment. Combined with the research on the emergency rescue systems and mechanisms of the two shores and three places, research conclusions are given and relevant countermeasures are proposed to provide emergency protection for the construction of the “Safe Strait”.
