With the rapid development of intelligent connected vehicles (ICVs), the integration of vehicles with roadside infrastructure through Vehicle-Road-Cloud Integration has become a crucial direction for the industry. China has launched pilot projects in twenty cities to explore this integration, focusing on constructing intelligent roadside infrastructure and deploying C-V2X communication systems. However, the current pilot projects face challenges such as high latency and limited real-time control capabilities for autonomous vehicles. This paper discusses the existing shortcomings in collaborative perception and proposes a safety and efficiency platform that focuses on latency-insensitive scenarios to enhance traffic safety and efficiency. The platform, based on intersection perception capabilities, provides 13 types of safety and efficiency services to ICVs through real-time data analysis and service applications. The successful implementation of this platform in pilot cities will provide valuable experience for nationwide promotion and validate the effectiveness of V2X infrastructure investments.
