The technical information problem is concerned with utilizing past and present research and development information as raw material in future work. This is done in three phases: input, initial output, and continuing availability. Input is the recording of information as reports, papers, and speeches for subsequent use; initial output is the dissemination of this material; and continuing availability concerns the maintenance of permanent records of this information in the form of abstracts, indices, bibliographies, and the like, so that future use is simplified.
