The problem of improving mobility characteristics of tactical missile systems is examined as one phase of the Army's overall program to increase mobility. The present approach to mobility design is a random one reflecting the absence of long-range planning, inadequate research, and impractical requirements.The key to significant improvement lies in the development of a reasonably accurate “standard” methodology for mobility evaluation. A mobility model, comprised of the major factors which interact to define mobility in a tactical missile system and techniques for reducing each of these factors to quantitative values, can be developed. System requirements must be specified in terms of the model, or through mission matrices and specific guidelines which will enable the design contractor to establish requirements by conventional operations analysis and optimization techniques.Development of a methodology for mobility evaluation will yield useful byproducts which will enhance future mobility research and weapon system design. It will also establish an essential medium by which design requirements for mobility may be determined, predicted, and measured.
