A program for readiness and contingency planning of external resources for the Aerospace industry must of necessity be accomplished within the framework of the Defense Materials System which controls the supply of copper, aluminum, and steel.This system, a simplified form of the former Controlled Materials Plan, was established in anticipation of such an emergency as exists in the world today. The Defense Materials System helps ensure first, that defense programs are maintained on schedule by providing a priority for the purchase of materials by contractors, subcontractors, and their suppliers; secondly, that the operation of the system results in the maintenance of an administrative means of promptly mobilizing the total economic resources of the country in case of a declared national emergency.
