In-flight thrust determination for propulsion systems is determined most accurately through full-scale engine testing using a combination of sea level and simulated altitude tests. Modern high bypass turbofan engines impose special demands on achieving the accurate measurements needed to determine the performance characteristics of a high bypass engine in a simulated altitude test facility. This paper discusses the development and validation process followed by a Pratt & Whitney/USAF team to develop Arnold Engineering Development Center's C2 test cell into an industry accepted, high bypass engine, altitude simulating test facility.
