The Port Authority of New York and New Jersey (PANYNJ) has developed the updated Airport Roadway Sign Design Manual, January 2013, which supersedes the previously published 1994 Airport Signing Standards Manual. The new Airport Roadway Sign Design Manual establishes agency guidelines for developing comprehensive, clear, consistent, and conspicuous signing at all PANYNJ airports and is used for designing all new and replacement signs at airport facilities. With limited national standards for airport roadway guide sign design, the PANYNJ saw an opportunity to provide an updated document embodying Agency guidelines applicable to its facilities, which can also be applied as guidelines to other airport facilities by other operating agencies. Although the Federal Highway Administration Manual on Uniform Traffic Control Devices is the US national standard for roadway signing, it does not cover many of the complex scenarios encountered at major airports such as John F. Kennedy International Airport, Newark Liberty International Airport, and LaGuardia Airport, which are operated by the PANYNJ.
