Most striking is that it is being fueled almost exclusively by the market expectations of the private sector rather than the public funding opportunities. Government policy has been behind because this revolution is premised on using the road infrastructure as-is and uses components that adhere to More's Law, whose performance is governed by the quality of its algorithms and code rather than its physical properties.
