What is now proved was once only imagined: wrote poet William Blake. Transportation professionals that came before people created the standards, guidelines, policies, and practices -- including measures of effectiveness such as levels of service (LOS) that they all use today. While these tools and measures have served a purpose in the development of the transportation system, some unintended consequences have occurred. For example, LOS has been the key measure (oftentimes the only measure) used to determine impacts and mitigation for increased travel demand. However, LOS fails to measure safety, economic, health, sustainability, and environmental impacts, as well as how many people are transported. Hence people need to identify how to evolve their professional tools and measures to meet the needs of their communities today.
